Delivery plan

The delivery plan as announced in December 2023 for completion of A9 Dualling involves a combination of design and build contracts and, subject to further decision making in late 2025, Mutual Investment Model (MIM) contracts.

This plan consists of:

  • Procurement of four design and build contracts, for (in order of procurement):
    • Tomatin to Moy – procurement commenced in September 2023 and the contract was awarded to Balfour Beatty Civil Engineering in July 2024. Dualling is expected to become operational by the end of Spring 2028
    • Tay Crossing to Ballinluig – procurement commenced in May 2024, and the contract was awarded to Wills Bros Civil Engineering Ltd in July 2025. Dualling is expected to become operational by the end of 2028
    • Pitlochry to Killiecrankie – procurement commenced in July 2025, contract award is expected in Autumn 2026 and dualling is expected to become operational by the end of 2030
    • Pass of Birnam to Tay Crossing - subject to completion of statutory processes, procurement is planned to commence in Summer 2027, contract award is expected in Autumn 2028 and dualling is expected to become operational by the end of 2032
  • Subject to confirmation in late 2025, procurement of two Mutual Investment Model contracts, for (in order of procurement):
    • A9 North, comprising the Crubenmore to Kincraig and Dalraddy to Slochd projects – procurement is planned to commence in Winter 26/27, contract award is expected in Autumn 28 and dualling is expected to become fully operational by the end of 2033, at the earliest
    • A9 Central, comprising the Killiecrankie to Glen Garry, Glen Garry to Dalwhinnie and Dalwhinnie to Crubenmore projects – procurement is planned to commence in Winter 28/29, contract award is expected in Autumn 30 and +dualling is expected to become fully operational by the end of 2035, at the earliest.

This delivery plan creates a rolling programme of construction leading to the progressive opening of dualled sections.

It is expected that nearly 50% of the A9 between Perth and Inverness will be open as dual carriageway by the end of 2030, rising to 85% by the end of 2033 and 100% by the end of 2035.
