Social value

The A9 Dualling Social Value Programme (SVP) will be an integral part of the delivery of the A9 Dualling programme.

The SVP seeks to maximise the positive community impact and value derived from investment in the A9 Dualling programme. It aims to deliver outcomes which are fair, appropriate, and proportionate to the communities impacted by the dualling, support local economic growth through Transport Scotland’s supply chain whilst minimising the impact on the environment.

The delivery of ‘added value’ benefits (community benefits) has been a feature of Transport Scotland contracts for many years and the scale of the A9 Dualling programme represents an opportunity to develop this further wherever possible. The Procurement Reform (Scotland) Act 2014 sets out the requirement to deliver community benefits as a result of investment and procurement activity.  The SVP is our mechanism for delivery of community benefits across the A9 Dualling programme

The SVP will require the delivery, implemented via our contracts, of a range of outcomes based on four key pillars:

  • Decarbonisation - activities focused on decarbonising construction of A9 Dualling in support of the Scottish Government’s carbon reduction targets.
  • Growth Engine - activities focused on training, skills and inclusive economic growth. This includes Academy9, the exciting educational initiative developed by Transport Scotland working in partnership with schools on the A9 corridor along with   educational and industry professionals
  • Wellbeing - activities focused on initiatives to support the health and wellbeing of the workforce and wider community
  • Communities and Place – a framework for meaningful community engagement and collaboration.
